Empowering families to navigate IEPs, 504 plans, and educational support with clarity and confidence.
Navigating the special education system can feel overwhelming. Between complex jargon, endless paperwork, and tight meeting schedules, parents often feel unheard or unsure whether their child is receiving the support they need to thrive.
At Carr Education Allies, we believe that no family should have to walk this path alone.
Whether your child is just beginning the evaluation process for an Individualized Education Program (IEP) or 504 Plan, or you are looking to adjust existing accommodations, our mission is simple: to stand beside you, demystify the process, and advocate for your child’s educational success.
Who We Are
Carr Education Allies is a dedicated educational advocacy practice serving families across Maryland. Founded by Stephanie Mead Carr, an experienced Educational Consultant, our practice is built on the belief that every child deserves access to a tailored, high-quality education where their unique strengths are celebrated, and their learning needs are fully met.
With support from our Office Manager and 504 Coordinator, Andrea Jones, our team provides personalized, compassionate guidance every step of the way. We bridge the gap between home and school, translating complex educational data into actionable strategies that ensure your child receives a Free Appropriate Public Education (FAPE).
How We Support Your Family
Special education is not a “one-size-fits-all” process. We offer a comprehensive suite of services tailored to your family’s unique situation:
| Service Area | What We Provide |
|---|---|
| IEP & 504 Plan Advocacy | Hands-on support during initial evaluations, eligibility meetings, annual reviews, and re-evaluations. |
| Document & Data Review | In-depth analysis of psychological assessments, IEP goals, progress reports, DIBELS/MAP scores, and service logs. |
| Pre-Meeting Strategy | Pre-IEP conference sessions to define clear priorities, draft goal revisions, and prepare key questions. |
| In-Meeting Representation | Professional attendance at school team meetings to ensure your voice as a parent is heard and documented. |
| Ongoing Case Management | Regular progress tracking, communication review with school teams, and implementation checks. |
What Sets Our Approach Apart
1. Collaborative Advocacy
We build constructive, working relationships with school teams while holding them accountable to educational standards. Our goal is to foster a collaborative environment where school staff and parents work together in the child’s best interest.
2. Data-Driven Insights
Effective advocacy relies on objective evidence. We thoroughly examine evaluation data, service hours, classroom observations, and assessment trends to ensure goals and accommodations are rooted in measurable facts.
3. Parent Empowerment
You are your child’s best advocate. Beyond representing you in meetings, we equip you with knowledge, terminology, and confidence so you feel empowered throughout your child’s academic journey.
When Should You Reach Out to an Educational Advocate?
You might benefit from partnering with an educational advocate if:
- You suspect your child has an unidentified learning disability, ADHD, anxiety, or dysgraphia, but you aren’t sure how to request school testing.
- Your child’s current IEP or 504 plan doesn’t seem to be helping them make progress.
- You are receiving pushback from school teams regarding service hours, testing accommodations, or small group sizes.
- You feel overwhelmed by IEP terminology and want an expert eye to review documents before you sign.
